Tutu Party Favors
Fold tulle and sew. Cut into 4 inch strips.
Cut elastic at about 22 inches for little girls. Put a safety pin on the end of the elastic and lace it through.
Sew elastic ends together and Voila! 8 party favor tutus for under 10 bucks total.
